The South Hills Isn’t One Town, and That Matters When You Sell
The South Hills is a region, not a municipality. It’s usually taken to include city neighborhoods like Brookline, Beechview, Carrick and Mount Washington, plus suburbs from Dormont and Mt. Each municipality writes its own rules for what has to happen before a house changes hands, so two houses a couple of miles apart can face different checklists.
What each municipality checks before a sale
- Dye test only: Mt. Lebanon, Bethel Park, Collier Township and South Park Township. Dormont also requires a dye test but no occupancy inspection for single-family homes.
- Dye test and an occupancy or resale inspection: Baldwin Borough, Brentwood, Castle Shannon, Mount Oliver, Green Tree, Bridgeville, Carnegie, Heidelberg and Jefferson Hills.
- City of Pittsburgh neighborhoods: no borough-style occupancy inspection. A dye test is required only in sanitary sewer areas, and Pittsburgh Water decides which area your house is in.

If an inspection turns up problems, Pennsylvania’s Municipal Code and Ordinance Compliance Act (Act 133) generally keeps the sale alive. The municipality can issue a temporary certificate that lets the buyer take the house and fix the violations afterward, usually within twelve months, and it can’t require repairs before settlement. A failed inspection stops the lender, not the sale. That’s why a cash buyer who takes the house as-is can still close.
